House passes $1.1 trillion spending bill

The House on Friday approved a $1.1-trillion spending plan that will keep the government funded through September 2016. The bill also marks the first major congressionally-approved change to ObamaCare with the suspension of the healthcare plan's "Cadillac" tax on high-cost insurance plans. The bill, which easily passed 316-113, also lifts the ban on U.S. crude oil exports that had been in place for 40 years.
